Living in a Nubian Vault: Testimony of a Burkinabe Client

Last year, Mr. Bonkoungou was the first person in his village to build a Nubian Vault house. Full of pride, he talks about the advantages of a NV house compared to other common types of building in the region.

« Since 2011, I have had to rebuild my tin-roofed house five times, before deciding to opt for a NV building. I got the building materials together, lodged and fed the NV masons, and helped to make the bricks. There's a big difference between the NV buildings and those with tin roofs, whether in cost, comfort, or resistance to bad weather and storms.
Recently, it has been impossible to rest or sleep in tin-roofed buildings because they are too hot inside. Living in a vaulted NV house is much more conmfortable, because it's relatively cool indoors. Before, when I returned from my fields under the scorching sun, I couldn't go indoors to rest because the house was too hot. Now, the only place I want to be when it's really hot is inside my NV house. I spend a good time there with my family.
When people talk about bad weather linked to climate change, I feel OK because I have a good house in which my family and I are protected from danger. I think I can say that I am the only person in the village to own a decent house. Many other people here and in neighbouring villages come to visit my house and want the same one, even those who have houses with concrete block walls.
Next season, with the help of my children, my plan is to have my entire concession built with the Nubian Vault technique. I must congratulate AVN's initiative because, thanks to them, my family and I are housed in an adapted and secure building. »

Vivre dans une Voûte Nubienne : témoignage d'un client burkinabè

L'an dernier, M. Bonkoungou a été le premier habitant de son village à construire sa maison en Voûte Nubienne. Très fier, il témoigne des avantages des bâtiments VN par rapport aux autres types constructions répandues dans la région.

« Depuis 2011, j'ai construit ma maison à 5 reprises, en tôle, avant de décider de construire un bâtiment en VN. J'ai réuni les matériaux, hébergé et nourri les maçons et aidé à la fabrication des briques. Il y a une grande différence entre les bâtiments VN et les bâtiments en tôle, que ce soit au niveau du coût, du confort et de la résistance aux intempéries.
Ces derniers temps, il est difficile de se reposer dans les bâtiments en tôle car il fait très chaud à l'intérieur. Il est bien plus confortable de vivre dans la voûte car la température y est toujours modérée. Avant, quand je rentrais des champs sous le soleil, je n'avais pas le courage de rentrer dans ma maison car il y faisait trop chaud. Aujourd'hui, le seul endroit où j'ai envie d'être pendant les fortes chaleurs, c'est dans ma maison VN. Ma famille et moi nous nous y passons des bons moments.
Quand d'autres parlent des intempéries liées au changement climatique, je me sens tranquille car j'ai un bâtiment adéquat dans laquelle ma famille et moi nous sommes à l'abri du danger. Je peux me permettre de dire que je suis le seul à avoir un bon bâtiment dans le village. De nombreuses personnes de mon village et des villages environnants viennent visiter ma maison et manifestent leur envie de construire la même maison, même ceux qui ont construits en parpaing.
J'ai pour projet de construire toute ma cour en voûte avec l'aide de mes enfants la saison prochaine. Je salue l'initiative d'AVN car grâce à elle, ma famille et moi nous sommes logés dans un bâtiment adapté et nous vivons en sécurité. »

In Burkina Faso, groups of local craftsmen from the Boulgou Province get involved to expand the AVN programme

Following several conversations at the beginning of the year, the Provincial Association of Nong-Taaba Craftsmen and Guilds from the Boulgou Province (APAGAN-B) and AVN came together in Tenkodogo (in the East-Central Region) in April to devise a collaborative plan for AVN's expansion. All communal representatives for masons' guilds affiliated with APAGAN-B, along with institutional representatives (such as the regional director for the Department of Youth, Education, and Career Advancement and the regional director of the Assistance Fund for Job Training and Apprenticeship — FAFPA) were in attendance.

They had a productive exchange, which allowed both organizations to better understand the purpose of this collaboration, and to acknowledge its objectives moving forward:

inscribing the AVN programme into the action plans of APAGAN-B' decentralized structures;
creating an action plan for the next 3 to 5 years involving masons, trainers, and development managers, and ratifying it;
seeking financial support to implement these action plans.

Beyond these goals, APAGAN-B wishes to build a NV prototype at their headquarters in Tenkodogo. They will also support the creation of a few model houses in the town in anticipation of the coming national celebration (December 2019).

Aside from their dialogue, APAGAN-B and AVN met with the mayor and select city councilors to present their collaboration project, with the hope of involving these representatives, or even of inscribing the AVN programme into the city's development plan.

Burkina Faso : les groupements d'artisans locaux du Boulgou investis dans la diffusion de la Voûte Nubienne

Suite à plusieurs discussions initiées en ce début d'année, l'Association Provinciale des Artisans et Groupement d'Artisans Nong-taaba du Boulgou (APAGAN-B) et AVN se sont rencontrées courant avril à Tenkodogo (région Centre-Est) pour définir un projet de collaboration visant la diffusion du concept VN.
L'ensemble des responsables communaux des groupements de maçons membres d'APAGAN-B, ainsi que d'autres représentants institutionnels de la formation (le Directeur régional de Jeunesse, de la Formation et de l'Insertion Professionnelle et le Directeur régional du Fonds d'Appui à la Formation professionnelle et à l'Apprentissage – FAFPA –) étaient présents.

Les échanges ont été fructueux, ce qui a permis à chacun de mieux cerner les objectifs de cette collaboration et les actions à mettre en œuvre :

l'inscription du programme de la VN dans les plans d'actions des structures déconcentrées d'APAGAN-B ;
la production d'un plan d'action à 3 ou 5 ans impliquant les maçons, les maçons formateurs et les cadres du développement, et sa validation ;
la recherche de financements pour la mise en œuvre des actions.

Par ailleurs, APAGAN-B souhaiterait construire un bâtiment témoin au sein du siège de l'association à Tenkodogo, et permettre la réalisation de quelques VN exemplaires dans la commune, au vue des festivités prévues en décembre 2019.

En marge de cette rencontre, APAGAN-B et AVN ont rencontré le maire et certains conseillers communaux pour leur présenter ce projet de collaboration, dans l'optique de motiver leur implication, voire même d'initier l'intégration du programme d'AVN dans le plan communal de développement de la ville.

Awareness of the Nubian Vault concept

Kickstarting activities are at the heart of AVN's programme and are carried out by local AVN teams and the partners they work with.

Rural awareness raising campaign in Burkina Faso

Together they carry out awareness-raising activities vis-à-vis three target groups: rural populations (the programme's core target), urban populations and institutional actors and those involved in development. From this awareness-raising work and advocacy a demand for construction projects has emerged that AVN supports, by placing clients and artisan-masons in touch and by monitoring and inspecting worksites. .

Spreading through rural zones and private market growth

Since 2000, AVN has redoubled its propagation centres (regions and pilot villages), aiming at continual and widespread expansion of NV market kickstarting.

15 regional branches are spread over five countries;
There are 152 active pilot village

Awareness-raising activities are carried out with key people, AVN's local intermediaries, who are convinced by the NV technique and who are persuasive at local level, working with village authorities.

Activities to promote kickstarting

With an average annual growth of more than 26% in the number of projects begun over the past ten years, the NV concept and the kickstart method it relies upon have more than proven their worth.

AVN wants to accelerate that growth and strengthen the kickstart method by combining several aspects of it. The incentives for training and construction intended to stimulate client decisions to build and those of potential apprentices (among the core target beneficiaries) to receive training.

Kickstarting the public and community market in order to institutionalise the NV sector

AVN is working toward a public and/or community NV market by raising awareness with local and regional clients (regional councils, mayors' offices, NGOs, etc.) and by supporting their NV construction projects. The objective is for them to adopt, depending on their preexisting needs, new construction practices that are well-adapted to the socio-economic and environmental context and that respond to issues of comfort and durability, and that therefore directly benefit the target populations.

This objective is part of a broader strategy aimed at proactively involving African institutional actors in managing the Nubian Vault programme and more broadly in the issue of adapted housing for as many as possible, for which they are responsible.

This partner involvement is essential to a more widespread deployment

It became clear that the Nubian Vault programme could not take place without the involvement of civil society organisations and actors of local development, both in terms of legitimacy (those groups being the direct representatives of beneficiaries) and in terms of the leverage effects that these actors create.

Their local deployment and network, their capacity to raise awareness and mobilise their members, their possible need for community buildings and their good example of training all mean that these partners complement AVN's methodology of promoting the NV concept.

The goal is therefore to build a good partnership with them and to allow for the necessary time to select, train and support these partners depending on the positions, specific characteristics and capacities of each of them.

Bénin : Sensibilisation des organisations paysannes locales

Le 12 avril 2018, AVN Bénin a reçu dans son nouveau bureau de Djougou les membres du bureau exécutif des Organisations Paysannes (OP) intervenant aux niveaux communal et départemental, parmi lesquelles :

l'Union Départementale des Coopératives Villageoises des Producteurs de Coton (UDCVPC) ;
l'Union Communale des Coopératives Villageoises des Producteurs de Coton (UcomCVPC) ;
l'Union Régionale des Coopératives des Producteurs de Riz de Djougou (URCPR-D) ;
l'Union Communale des Coopératives des Producteurs d'Anacarde (UCCPA) ;
l'Union Communale des Coopératives des Producteurs de Semences.

L'objectif de cette rencontre était d'identifier les OP dynamiques, intéressées, et ayant la capacité à accompagner AVN dans la diffusion du concept VN auprès de leurs communautés (populations villageoises cœur de cible du programme d'AVN). Des pistes de collaboration ont déjà été identifiées avec les producteurs de riz de Djougou (URCPR-D) ainsi que les producteurs d'anacarde (UCCPA) désireux de construire leur bureau en Voûte Nubienne.

La technique Voûte Nubienne est généralement bien plébiscitée par les communautés paysannes car elle répond à diverses problématiques rurales (bâtiments économiques, adaptés aux besoins/usages, création d'emplois et renforcement de l'économie locale) et permet d'améliorer la production et les conditions de travail de ses usagers.

Comme exemple concret, les participants ont pu visiter le bureau VN de Djougou, bâtiment exemplaire et récemment inauguré (voir la news).

Les prochaines étapes avec les OP consisteront à rencontrer, dans les semaines à venir, le Conseil d'Administration de chaque Organisation, afin de poursuivre les pistes collaborations et d'en initier d'autres.

Benin: increasing awareness among farmer communities

On April 12, 2018, AVN Bénin welcomed members of the executive offices of communal and departmental Farmers' Unions, among which:

The departmental union of township cooperatives for cotton producers (UDCVPC);
The communal union of township cooperatives for cotton producers (UcomCVPC);
The regional union of cooperatives for Djougou rice producers (URCPR-D);
The communal union of cooperatives for cashew nut producers (UCCPA);
The communal union of cooperatives for seed producers.

The aim of the meeting was to identify dynamic and interested Farmers' Unions with a capacity to assist AVN in spreading the VN concept among their communities (the villagers that constitute AVN's target population). Ideas for collaboration were drafted with the rice producers from Djougou (URCPR-D), and with the cashew nut producers (UCCPA), who wish to build AVN structures for their offices.

The Nubian Vault technique has been generally well received by farmer communities because it provides solutions to various rural issues (economical structures that are adapted to needs and uses, create job, and strengthen the local economy) and improves the yield and working conditions of those who use it.

As an illustration, the meeting's participants had the opportunity to visit the AVN offices in Djougou, a recently inaugurated model structure (read the news here).

For AVN, the next step for the coming weeks will be to meet the board of each organization to develop already existing ideas and to imagine new ones.

AVN's construction methods inspire cement masons from Ouroubonon

Following the AVN awareness-raising campaign, launched in late January as part of the SE4ALL initiative (read our update here), about ten cement masons from Ouroubonon have expressed an interest in receiving training and learning the craft from a local AVN mason.

A team from AVN Burkina travelled to meet them. They gave them further information about the AVN training course and the various offers they can take to realize their ambitions.

Seven of them signed up for the cement mason promotion (PMT). They will have the opportunity to learn the AVN technique by building a vault for their own use. Three more have said that they are interested in the standard training course, and will learn the craft on an AVN construction site.

They all appreciated the assistance of AVN instructors, as well as the opportunity to gain employment in an expanding market. Two candidates will begin training this season while the rest will prepare for the next.

Ouroubonon was one of the first villages to host pilot NV structures when the AVN project began in Burkina Faso. However, our work to raise awareness had not had the success we had hoped. This new local workforce will no doubt stimulate AVN's activity in the area.

Les maçons-tôle d'Ouroubonon motivés par la technique VN

Suite à la campagne de sensibilisation au programme d'AVN, initiée fin janvier dans le cadre de l'initiative SE4ALL (lire la news), une dizaine de maçons-tôle d'Ouroubonon (Region Boucle du Mouhoun) ont manifesté leur intérêt à se former à la technique auprès d'un artisan maçon VN local.

Une équipe d'AVN Burkina est donc venue les rencontrer afin de les informer davantage sur le parcours de formation à la technique VN et les différentes promotions mise en place pour concrétiser au mieux leurs ambitions.

Ainsi, sept d'entre eux ont adhéré à la promotion maçon tôle (PMT), visant leur apprentissage de la technique VN dans le cadre de la construction de leur propres habitations VN, et trois sont intéressés par la formation classique (hors promotion).

Tous ont apprécié le fait d'être accompagné par les maçons formateurs et AVN, et l'avantage de pouvoir bénéficier d'un emploi sur un marché en pleine expansion. Aussi, deux candidats commenceront leur formation dès cette saison, pendant que les autres se préparent pour la prochaine.

La commune d'Ouroubonon avait été l'un des premiers villages à bénéficier des bâtiments pilotes VN au début du programme d'AVN au Burkina Faso, mais la sensibilisation n'avait pas eu le succès attendu. Cette nouvelle main d'œuvre permettra certainement de stimuler de nouveau la construction de VN dans la localité.

La Mairie de Ouagadougou s'implique pour le déploiement de la VN

Fin mars dernier, le Maire de Ouagadougou, Armand Roland Pierre Béouindé et Thomas Granier, Directeur Général d'AVN ont signé une convention de partenariat visant à accélérer la diffusion de techniques constructives adaptées au Burkina Faso, et particulièrement dans l'agglomération de Ouagadougou.

Ce partenariat s'inscrit dans le cadre de la Politique Nationale de l'Habitat et du Développement Urbain (PNHDU), en lien avec le Plan National de Développement Économique et Social du Gouvernement (PNDES). Ces orientations politiques impliquent le choix de techniques éco-responsables et adaptées aux populations et aux économies locales, à l'image de la Voûte Nubienne, pour la réalisation de constructions publiques et communautaires.

A l'heure actuelle au Burkina Faso (et plus généralement en Afrique sahélienne), l'adaptation du secteur de la construction est nécessaire et tend à favoriser l'intérêt des bailleurs et donc, l'attribution de financements. Elle implique :

d'intégrer davantage l'usage de matériaux locaux produits en circuit court,
de nettement diminuer les besoins en matériaux d'importation à forte empreinte environnementale,
d'améliorer les performances thermiques et hygrométrique passive du bâtiment et le confort des usagers,

ceci en incluant des propositions architecturales variées et des coûts compétitifs.

Pour concrétiser cette ambition, la commune souhaite réaliser des infrastructures « témoins » permettant une démonstration et une exemplarité, et également appuyer la formation d'acteurs techniques et de la filière BTP.

Définie pour une durée de 3 ans, ce partenariat permettra :

de prendre en compte l'adaptation de la filière de la construction dans les plans de développement de la ville de Ouagadougou ;
de répondre de manière adaptée aux besoins en construction de la commune ;
de former et d'accompagner des cadres technique des services municipaux en charge du secteur, mais aussi des artisans, entreprises et autres acteurs de la filière du BTP
de préserver et valoriser les cultures architecturales du pays ;
de sensibiliser et participer à des actions de plaidoyer auprès des décideurs politiques, des opérateurs de développement et des partenaires de coopérations.

AVN se félicite des perspectives de cette nouvelle collaboration. Développer des partenariats avec les autorités nationales et locales des pays dans lesquels son programme se déploie est un levier pour l'accélération de la diffusion de la technique VN, et donc, pour la multiplication des impacts répondant aux enjeux de développement locaux.
