AVN at the Sudan International Education Conference

From January 25 to 27, 2020, Mathieu Hardy represented AVN at the SIEC 2020 (Sudan International Education Conference) in Sudan. Co-organized by the World Bank, the European Union, UNICEF and the Sudanese Ministry of Education, the objective of this conference was to bring the main stakeholders in the sector to identify priorities for the transformation of the Sudanese education system and to propose a collaborative process for the development of new policies and actions contributing to such changes.

AVN's experience in the Western Sahel over the past twenty years has been presented as a case study. Particular emphasis was placed on the importance of the evolution of constructive practices towards more sustainability and accessibility. This evolution is now mandatory in response of the current environmental and climatic crises and the massive needs in terms of housing and basic infrastructure that the Sahel is currently facing.

Du 25 au 27 janvier 2020, Mathieu Hardy a représenté AVN lors du SIEC 2020 (Sudan International Education Conference) au Soudan. Co-organisée par la Banque Mondiale, l'Union Européenne, l'UNICEF et le Ministère de l'Éducation du Soudan, l'objectif de cette conférence sur l'éducation était d'amener les principales parties prenantes du secteur à identifier des priorités pour la transformation du système éducatif soudanais et à proposer un processus de collaboration pour l'élaboration de nouvelles politiques et actions concourant à de tels changements.

L'expérience menée par AVN au Sahel de l'ouest ces vingt dernières années à été présentée comme étude de cas. L'accent a été particulièrement mis sur l'importance de l'évolution des pratiques constructives vers plus de durabilité et d'accessibilité, eu égard d'une part aux crises environnementales et climatiques actuelles, d'autre part aux immenses besoins constructifs auxquels le Sahel fait actuellement face, tant en termes de logements que d'infrastructures de base.

Other countries

Currently present in five West African countries, AVN's goal is to disseminate the Nubian Vault technique in all countries where it is appropriate, particularly in the Sudano-Sahelian band.

AVN is regularly solicited by different actors (NGOs, training centres, political actors, etc.), interested in the advantages of the Nubian Vault technique, and eager to develop this concept in their countries. AVN studies the different proposals and responds according to their relevance to the strategic goals of the Association.

During the 2016-2017 season, some discussions were initiated with:

Sudan: In 2016, AVN signed a contract with the Forest National Corporation to study the feasibility of the AVN programme in Sudan, financed by AFD's Proparco. As part of their development programme for the gum arabic sector, a key resource for the country, Sudan, through the National Forest Corporation, is seeking construction solutions to avoid cutting down acacia trees for roofing.;
Ivory Coast: AVN has received multiple requests for partnership from Ivorian actors: the NGO Sounyegnon, Municipality of Kouto, Société MIRI Ingénierie SARL, etc. AVN was also invited to present the Nubian Vault at a seminar on Sustainable Construction, organised in June 2017 by the Ecole des Mines of Saint-Etienne and the Ivory Coast Chamber of Commerce, for executives, entrepreneurs, directors and managers in the building sector in Ivory Coast;
Chad: The Cooperative of Construction and Public Works Professionals (COOPBT) of Chad has made a formal request to AVN to act as a training operator and promoter of NV housing. A meeting was held with the Minister of Economy and Development Planning to initiate an application for accreditation of AVN as an international NGO in Chad.

Exchanges were also held with organisations operating in Kenya, Morocco, Togo and Tanzania, among others. Note: isolated constructions had already been carried out in northern Togo and in central Ivory Coast.

AVN is currently working on structuring its intervention strategy in new countries, presenting different modalities of intervention (opening of an AVN office in the country, deployment of the programme by a local NGO with support of AVN, deployment of the programme with actors in construction and training, etc.)

History of deployments outside the host country

Mauritania

Between 2014 and 2017, AVN was instrumental in the construction of the very first village built entirely of Nubian Vaults, implemented by the NGOs Banlieues du Monde and Le Partenariat, and funded by the Dubai Charity Association. Located in Mauritania, practically on
the frontier formed by the river Senegal, the Sheikh Zayed Village of Diakré is made up of 51 private houses, a mosque, a literacy centre, and a maternity clinic. The beneficiaries of the project are Mauritanian refugees who fled their country during the war. Previously, these families lived in precarious shelters, under tin roofs – which are now used to stable their livestock.

In addition, in January 2012, the UJEOF (an association of Mauritanian nationals based both in France and in Mauritania) hired Burkinabe masons to carry out the first private projects in the southern region of the country (Oulombony).

Southern Africa - Zambia

In Zambia, a first assessment mission was conducted in 2010 by AVN. This had revealed a situation very similar to the realities encountered in West Africa: widespread earth architecture, deforestation and interest of local populations for the VN concept. It was therefore possible to envisage a deployment in this country with the ambition to make it a stepping stone to reach other countries of Southern Africa.
Subsequently, two Zambian Mason apprentices went to Burkina for training, and two missions were carried out by Burkinabé VN masons in 2010 and 2011.
These missions aimed at laying the foundations of a deployment in a country far away were not conclusive enough, but allowed a significant additional experience and a better visibility on the strategies to be developed for a continuation of the actions of distant swarming.

Madagascar: pilot phases on the Big Island

At the invitation of the association Écoles du Monde, AVN carried out an evaluation mission in 2010, financed by the Veolia Business Foundation, to validate the interest of the concept on the island and the possible opening of a programme. This mission highlighted the obligation of setting up pilot phases of advanced construction / validation.
A French architect, Jean-Louis Rostaing, attempted at his home in Majunga, the first Nubian constructions and arranged the organization of the trip of a Burkinabé mason VN, Moussa Bonkian.
Moussa Bonkian's mission allowed for the construction of a NV in the highlands, but several other attempts to build in the Majunga region were unsuccessful. It seems that the local lands and the climate do not allow to use the NV concept although it would be necessary to continue these tests before concluding definitively.

Rwanda

In Rwanda, an agro-food sector industrialist (wishing to densify the market for edible mushrooms in the country) has been interested in the NV concept for the construction of mushroom farms. The thermal and hygrometric qualities of the concept are indeed assets in this area.
AVN hoped that these early constructions would serve as a local example. In 2011, 2 Burkinabé NV masons went to the country to start a first pilot building, but the site was disrupted by an early rainy season and the building (2NV 10 meters long) could not to be finished on time!
It is not possible to draw definitive conclusions from this incident. Indeed, as long as NV buildings are not properly finished, they remain fragile to heavy rains and, on the contrary, they have a good capacity for erosion resistance once completed.

Mexico

A Mexican mason, Stevan de la Rosa, was trained in Burkina Faso and produced 2 first NVs in Mexico.

AVN references all contacts, requests and potential partnerships submitted, in order to allow the creation of listings by country of concerned actors, able eventually to federate and pool together deployment initiatives.

Actuellement présente dans 5 pays d'Afrique de l'Ouest, l'objectif d'AVN est de diffuser la technique voûte nubienne dans tous les pays où elle est adaptée avec un focus sur les pays de la bande soudano-sahélienne.

AVN est régulièrement sollicitée par différents acteurs intéressés par les avantages de la technique voûte nubienne et désireux de développer ce concept dans leurs pays. Aussi, AVN étudie les différentes propositions et y répond en fonction de leur pertinence par rapport aux lignes stratégiques de l'association.

Au cours de la saison 2016-2017, des démarches ont été initiées avec :

le Soudan : en 2016, AVN a signé un contrat avec la Forest National Corporation afin d'étudier la faisabilité du programme AVN au Soudan, sur financement Proparco de l'AFD. Dans le cadre de leur programme de développement de la filière de la gomme arabique, ressource clé pour le pays, le Soudan cherche des solutions d'habitat permettant d'éviter la coupe du bois d'acacia, utilisé pour les toitures ;
la Côte d'Ivoire : AVN a reçu de multiples demandes de partenariat de la part d'acteurs ivoiriens : ONG SOUNYEGNON, Commune de Kouto, Société MIRI Ingénierie SARL, etc. AVN a également été invitée à présenter la voûte nubienne à un séminaire sur la Construction Durable, organisé en juin 2017 par l'Ecole des Mines de Saint Etienne et la CCI de Côte d'IVoire ;
le Tchad : la Coopérative des professionnels du bâtiment et des travaux publics (COOPBT) du Tchad a effectué une demande formelle auprès d'AVN pour intervenir comme opérateur de formation et promoteur de l'habitat adapté voûte nubienne. Elle a permis la rencontre avec le Ministre de l'Economie et de la Planification du Développement afin d'initier une demande d'accréditation d'AVN comme ONG internationale au Tchad.

Des échanges ont également eu lieu avec des organisations intervenant notamment au Kenya, au Maroc, au Togo et en Tanzanie. A noter : des constructions isolées avaient déjà été réalisées au nord du Togo et dans le centre de la Côte d'Ivoire.

AVN travaille actuellement à structurer sa stratégie d'intervention dans de nouveaux pays, présentant différentes modalités d'intervention (ouverture d'un bureau AVN dans le pays, déploiement du programme par une ONG locale avec accompagnement d'AVN, déploiement du programme avec des acteurs de la construction et de la formation, etc.)

Afrique Australe - Zambie

En Zambie, une première mission d'évaluation a été menée en 2010 par AVN.
Celle-ci avait permis de constater une situation fort similaire aux réalités rencontrées en Afrique de l'Ouest : architecture de terre répandue, déforestation et intérêt des populations locales pour le concept VN. Il était donc possible d'envisager un déploiement dans ce pays avec l'ambition d'en faire un tremplin pour toucher d'autres pays d'Afrique australe.
Par la suite, deux apprentis maçons zambiens se sont rendus au Burkina pour se former, et deux missions ont été effectuées par des maçons VN burkinabés en 2010 et 2011.
Cette première série de missions visant à poser les bases d'un déploiement dans un pays situé très loin n'a pas été suffisamment concluante, mais a permis un supplément important d'expérience et une meilleure visibilité sur les stratégies à développer pour une poursuite de nos actions d'essaimage lointain.

Madagascar : des phases pilotes sur la Grande île

À l'invitation de l'association Écoles du Monde, AVN a effectué une mission d'évaluation en 2010, financée par la Fondation d'Entreprise Véolia, afin de valider l'intérêt du concept sur l'île et la possible ouverture d'un programme. Cette mission a permis de mettre en évidence l'obligation d'une mise en place de phases pilotes de construction/validation poussées.
Un architecte français, Jean-Louis Rostaing, a tenté chez lui, à Majunga, les premières constructions nubiennes et a assuré l'organisation du voyage d'un maçon VN burkinabé, Moussa Bonkian.
La mission de Moussa Bonkian a permis la réalisation d'une VN sur les hauts plateaux, mais plusieurs autres tentatives de constructions dans la région de Majunga ont été soldés par des échecs. Il semble que les terres locales et le climat ne permettent pas d'utiliser le concept VN bien qu'il faudrait poursuivre ces essais avant de conclure définitivement.

Rwanda

Au Rwanda c'est un "client partenaire", industriel de la fillière agro-alimentaire, qui, désirant densifier le marché des champignons comestibles dans le pays, s'est intéressé au concept VN pour la construction de champignonnières. Les qualités thermiques et hygrométriques du concept sont en effet des atouts certains dans ce domaine.
AVN espérait aussi que ces premières constructions serviraient une exemplarité locale. En 2011, 2 maçons VN burkinabés sont allés dans le pays afin de mettre en chantier un premier bâtiment pilote, mais le chantier a été bouleversé par une saison des pluies précoce et le batiment (2VN de 10 mètres de long) n'a pas pu être terminé à temps !
Il n'est pas possible de tirer des conclusions définitives de ce sinistre. En effet tant que les bâtiments VN ne sont pas correctement finis ils restent fragiles aux pluies intenses et, au contraire, ils présentent une bonne capacité de résistance à l'érosion une fois achevés. 

Mexique

Un maçon mexicain, Stevan de la Rosa, a été formé au Burkina Faso et a produit 2 premières VN dans son pays d'origine.
