Benin: Feedback workshop on the project co-financed by the EU

At the beginning of June, the stakeholders of the project "A bioclimatic construction sector for youth employment in Benin '' gathered in Cotonou on the occasion of the restitution workshop, with the aim of presenting the results obtained as well as the perspectives of the project.

Started in December 2019 and ending this summer, co-financed by the European Union, the project has notably contributed to strengthen the economic integration of young people in 8 districts of Atacora and Donga during the off-season period.

The results are conclusive:
– 326 young people were trained, on construction sites and in academies,
– 82 young people were supported in entrepreneurship and self-employment
– 144,000 people were made aware of the NV concept
– 170 projects were carried out through financial incentives for eco-construction
– 8 operator partners were involved in the smooth running of the project
– more than 100 stakeholders were sensitized

Even if there is still a long way to go to register widely and sustainably the NV eco-construction sector in Benin, the prospects for development are encouraging, with in particular the implementation of the SERI (AFD financing) and ACACIAS (FFEM/PNUD financing) projects planned for the next few years.

Benin: Visit of the Ambassador of France

On April 28, 2023, the AVN Benin team had the honor of receiving in its offices in Djougou the French Ambassador to Benin, Mr. Marc VIZY, and the Director of the French Development Agency (AFD) in Benin Mr. Jérôme Bertrand HARDY, accompanied by the local authorities including the prefect of the department of Donga, the Mayor of the commune of Djougou and the Departmental Director of the Republican Police.

Various topics were discussed, including the presentation of the catalogue of AVN proposals, the AVN-AFD Program Agreement having started in November 2022, the Building Energy Efficiency Plan (PEEB) drawn up by the AFD Energy Department, the ACACIAS project, the organisation of a workshop marking the end of the EuropeAid project in June and the ambitions of AVN in Benin.

The visit to a NV site under construction enabled the delegation to meet the learners and their trainer.

Bénin : remise des prix du concours #2 de la "plus belle" VN

Dans le cadre de la mise en œuvre du projet « une filière de constructions bioclimatiques pour l'emploi des jeunes au Nord Bénin » cofinancé par l'Union Européenne, AVN et son partenaire l'Union Communale des Coopératives des Producteurs d'Anacarde (UCCPA) de Ouaké avaient organisé pour la deuxième année consécutive le concours de « la plus belle voûte ». Ce concours vise à motiver les clients à parfaire les finitions de leurs bâtiments VN.

La cérémonie de remise des prix a eu lieu début mars à la mairie de Ouaké : 3 VN construites cette saison dans l'antenne de Djougou ont été sélectionnées par un jury composé d'un représentant d'AVN, du partenaire UCCPA et de la Mairie de Ouaké. Composés essentiellement de produits alimentaires, les prix ont été remis aux gagnants en présence des autorités locales et des responsables des organisations.

This competition aims to motivate NV clients to perfect the finishes of their NV buildings.

EU Project in Benin: results and perspectives from the first year

Since December 2019, AVN and its Operational Partners - l'Union des Associations Villageoises de Gestion des Réserves de Faune (AVIGREF) and the Union Communale des Coopératives de Producteurs d'Anacarde (UCCPA) - have received financial support from the European Union for implementation of a project promoting a bioclimatic construction sector and youth employment in the north of Benin, involving eight Implementation Units in the Departments of Atacora and Donga.

During the first year of operation (the 2019/2020 season):

121 youngsters have undergone training on 27 construction sites, including 13 technical and entrepreneurial training modules;
14 clients have benefited from financial incentives for construction of their own NV houses;
partnerships have been formalised between AVN and 2 Operational Partners in Implementation Territories (OP-IT) et 5 Operational partners in Implementation Units (OP-IU);
14 focal and subsidiary points have benefited from skills upgrading.

Two ceremonies have been organised in the communes of Ouaké (department of Donga) and Tanguiéta (department of Atacora) for the official launch of the project, bringing together local authorities and development agencies (read the news).

The second year of the project (the 2020/2021 season) started last September wit the organisation of training academies for focal and subsidiary points, and awareness raising to mobilise local masons to join and continue with NV training activities. During this second year of implementation, we plan for:

37 training construction sites;
67 training modules Reinforcement on Building site – First Clients (RB-FC)* ;
27 technical and entrepreneurial training modules;
distribution of 80 Client Incentive Coupons** (CIC) to villagers for construction of their NV buildings;
additional support for 36 clients through Wanani promotions.

In addition, a competition for the « most beautiful NV » will be organised to recompense clients who have kept their buildings in excellent condition, and to encourage others to follow their example.

*RB-FC : The training modules "Reinforcement on Building site – First Clients" help masons who want to become artisans to take responsibility for their first construction sites whilst being accompanied by a Trainer Mason, allowing for combined training on technical issues, working with clients, and team management.
*CIC : these printed and numbered coupons are given to masons by AVN or its Operational Partners. Each incentive coupon corresponds to a maximum of 15 % of the total cost of the building, but nevertheless represents an important proportion of the cash needed to pay the specialist labour costs.

Projet UE au Bénin : bilan de la première année et perspectives

Depuis décembre 2019, AVN et ses Partenaires Opérateurs - l'Union des Associations Villageoises de Gestion des Réserves de Faune (AVIGREF) et l'Union Communale des Coopératives de Producteurs d'Anacarde (UCCPA) -, bénéficient du financement de l'Union Européenne pour la mise en œuvre du projet « une filière de constructions bioclimatiques pour l'emploi des jeunes au nord Bénin » dans 8 Unités d'Implantation (arrondissements) des départements de l'Atacora et de la Donga.

Pour la première année de mise en œuvre (saison 2019/2020) :

121 jeunes ont suivi la formation sur 27 chantiers et bénéficié de 13 modules techniques et entrepreneuriaux en académies ;
14 clients ont bénéficié d'une incitation financière pour la construction de leur maison VN.
des partenariats ont été formalisés entre AVN et 2 Partenaires Opérateurs sur Territoires d'Implantation (PO-TI) et 5 Partenaires Opérateurs sur Unités d'Implantation (PO-UI) ;
14 points focaux et suppléants ont bénéficié de renforcement de compétences.

2 cérémonies ont été organisées dans les communes de Ouaké (département de la Donga) et Tanguiéta (département de l'Atacora) pour le lancement officiel du projet réunissant les autorités locales et les acteurs de développement desdites communes (lire la news).

La deuxième année du projet (saison 2020/2021) a démarré en septembre dernier avec l'organisation de l'académie des points focaux et suppléants, et les sensibilisations pour la mobilisation des maçons locaux devant intégrer et poursuivre la formation VN. Pour cette seconde année de mise en œuvre, il est prévu :

37 chantiers-écoles ;
67 modules "Renforcement sur Chantier -Premier Client* (RCPC)" ;
27 modules techniques et entrepreneuriaux en académies ;
la distribution de 80 Coupons d'Incitations Clients* (CIC) aux villageois pour la réalisation de leurs bâtiments VN ;
l'appui supplémentaire de 36 clients par le biais des promotions Wanani.

Par ailleurs, un concours visant à valoriser « la plus belle VN » sera organisé pour récompenser les clients ayant bien entretenu leurs bâtiments, et en motiver d'autres dans ce sens.

*RCPC : Les modules de Renforcement sur Chantiers de Premiers Clients (RC-PC) permettent aux maçons en passe de devenir artisans de prendre la responsabilité de leurs premiers chantiers tout en étant accompagnés par un Maçon Formateur durant la moitié du chantier. Cette activité permet de former le maçon tant au niveau technique qu'au niveau de la relation au client ou de la gestion d'équipe.
*CIC : ce dispositif d'incitation est distribués par AVN ou par des PO aux maçons. Ils sont matérialisés par des coupons imprimés et numérotés. Chaque incitation correspond au maximum à 15 % du coût total du bâtiment mais représente une part importante de l'apport en numéraire nécessaire aux salaires de la main d'œuvre spécialisée.

PEJDC: NV training project galvanises rural employment

Burkina Faso, like other African countries, faces severe youth unemployment and under-employment. To confront this challenge, from 2014 the Burkinabe government initiated the Projet Emplois des Jeunes et Développement des Compétences (PEJDC), financed by the International Development Association (part of the World Bank Group) aimed at improving employability through three main modules :

access to temporary employment through high labour intensity projects;
skills development through professional and entrepreneurship training;
institutional support.

In the context of the second module, AVN signed an agreement with the Ministère de la Jeunesse et de la Promotion Entrepreneuriale des Jeunes for the implementation of a component entitled « Formation duale portée par des Organisations Civiles de Base (OCB) pour un habitat adapté dans 3 communes au Burkina Faso » (joint training with civil society organisations - CSO's - for adapted housing in three communes) between September and December 2019.

In order to involve local actors in the implementation of the programme, AVN led three awareness raising and information sessions for local councils and CSO's in the three communes. Two CSO's have been identified for operational follow-up activities and for initiation into the AVN's territorial methodology: Entraide familiale in Siby and the Association pour la Promotion du Genre et de l'épanouissement de la Femme (APGEF) in Séréna. with their help, 18 trainees have been selected and three trainer masons mobilised.

In the first instance, 3 training worksites have been implemented in each commune (Boromo, Oury, Siby), each employing 6 masons (3 apprentices and 3 Trainer Masons), allowing at the same time for on-site apprentice training and houses for the Trainer Masons, the 9 NV houses built also acting as « show houses » of interest to potential future clients.

To reinforce the on-site technical training, classroom-based training based on the NV Mason's Manual was organised for all the trainees. The Trainer Masons also benefited from a module on On-Site Training Practice.

Once the buildings were completed, the head masons were able to canvass for their own clients through construction incentives, leading 24 more NV houses being built, each worksite allowing for the apprentices to further develop their skills.

Results and impacts of the project:

33 buildings completed, 24 with incentives and 9 via the training sites
18 trainees involved and continuing their NV training
24 artisan masons with improved skill levels
several potential apprentices interested in being trained as NV masons
a raised level of demand: several potential clients have contacted NV masons, hoping to benefit from the NV construction incentive programme
local institutional actors now aware of adapted housing issues: youth employment, environmental protection, prevention of deforestation, climate attenuation and adaptation etc.

PEJDC : la formation VN pour dynamiser l'emploi en zone rurale

Le Burkina Faso, à l'instar des autres pays africains, est fortement confronté au problème du chômage et du sous-emploi des jeunes. Pour faire face à ce défi, le gouvernement burkinabè a mis en place dès 2014 le Projet Emplois des Jeunes et Développement des Compétences (PEJDC) financé par l'Association Internationale pour le Développement (IDA / Groupe Banque Mondiale) et visant à améliorer l'employabilité à travers 3 modules :

l'accès des jeunes à des emplois temporaires à travers des travaux à Haute Intensité de Main-d'œuvre (HIMO) ;
le développement des compétences par la formation professionnelle et la formation en entrepreneuriat ;
l'appui institutionnel.

C'est dans le cadre du second module qu'AVN a signé un accord de collaboration avec le Ministère de la Jeunesse et de la Promotion Entrepreneuriale des Jeunes pour la mise en œuvre de la composante « Formation duale portée par des Organisations Communautaires de Base (OCB) pour un habitat adapté dans 3 communes au Burkina Faso », entre septembre et décembre 2019.

Afin d'impliquer les acteurs locaux dans la mise en œuvre du projet, AVN a mené 3 sessions de sensibilisation et de présentation du projet aux conseils communaux et aux OCB dans les trois communes. Deux OCB ont ainsi été identifiées pour le suivi et la mise en œuvre opérationnelle des activités - Entraide familiale à Siby et l''Association pour la Promotion du Genre et de l'épanouissement de la Femme (APGEF) de Séréna - et initiées à la méthodologie territoriale d'AVN. Avec leur appui, 18 apprenants ont été sélectionnés selon leur profil et leurs motivations et 3 maçons formateurs (MF) mobilisés.

Dans un premier temps, 3 chantiers école ont été réalisés dans chaque commune (Boromo, Oury, Siby), chacun employant 6 apprenants (3 chefs maçons et 3 apprentis) et permettant à la fois la formation technique des groupes d'apprenants et l'accès à l'habitat pour les chef maçons, les 9 VN construites faisant office de bâtiments « témoins » et permettant d'intéresser d'éventuels futurs clients.
En renforcement de la formation technique, 3 modules de formation technique académique « Lecture du Manuel du maçon » ont été organisés en salle pour l'ensemble des apprenants.
Les Maçons Formateurs ont également bénéficié d'un module spécifique « Bien former sur chantier ».

Une fois les chantiers école terminés, les groupes d'apprenants et leurs maçons formateurs ainsi que d'autres artisans maçon VN ont pu démarcher les clients locaux par le biais des incitations à la construction et permettre, à terme, la réalisation de 24 maisons VN supplémentaires sur la période, chaque chantier permettant aux apprenants d'approfondir davantage leurs compétences.

Résultats et impacts du projet :

33 bâtiments achevés dont 24 bâtiments incités et 9 bâtiments issus des chantiers écoles,
18 apprenants formés, et motivés pour poursuivre leur cursus de formation VN,
24 artisans avec des compétences renforcées,
l'opportunité pour certains apprenants d'abandonner les sites d'orpaillage pour rejoindre la formation et prétendre à un emploi d'avenir,
de nouveaux apprentis potentiels intéressés pour se former à la technique VN,
une demande dynamisée : plusieurs clients potentiels sont entrés en contact avec les maçons et souhaitent construire en VN, par le biais des incitations,
les acteurs institutionnels locaux sensibilisés aux enjeux de l'habitat adapté – employabilité des jeunes, préservation de l'environnement/ lutte contre la déforestation, adaptation et atténuation climat, et renforcement des économies locales – tels qu'inscrits dans leur Plan Communal de Développement (PCD).

Project focus - 50 NV houses in N'Golobougou (Mali)

This season the Dubaï Charity Association (DCA) financed the construction of 50 NV houses, each of 26m2, in the village of N'Golobougou, Mali.

These building sites together involved the training and employability of many local masons. The 50 beneficiary families are now enjoying the comfort of Nubian Vault houses: thermal (cool interiors), acoustic (attenuation of outside noise), and daily use (solid weatherproof houses with roof terraces).

The completion of a project this size is a great asset for AVN's programme because it permits a rapid diffusion of the NV concept in the target zones, resulting in multiple impacts: employability of youngsters, strengthening of local economies, improvement of families' living conditions, visible examples of the NV concept...
AVN is delighted to be able to benefit from this continuing partnership with DCA, which has already lasted for several seasons.

Focus projet - 50 maisons VN à N'Golobougou (Mali)

Cette saison, la Dubaï Charity Association (DCA) a financé la construction de 50 maisons VN de 26m2 dans le village de N'Golobougou au Mali.

L'ensemble de ces chantiers a permis la formation et l'emploi de nombreux maçons locaux. Les 50 familles bénéficiaires profitent aujourd'hui du confort des maisons en Voûte Nubienne : confort thermique (températures intérieures modérées), acoustique (bruits extérieurs atténués) et d'usage (maison solide face aux intempéries, toit-terrasse).

La réalisation de projets de cette ampleur est un atout pour le programme d'AVN car ceux-ci permettent la diffusion rapide du concept VN dans des zones ciblées, et donc, de multiples impacts : employabilité des jeunes, renforcement des économies locales, amélioration des conditions de vie des populations, exemplarité du concept VN, ...

AVN, se réjouit de bénéficier du soutien d'un partenaire comme DCA, engagé à ses côtés depuis plusieurs saisons.
