Living in a Nubian Vault: Testimony of a Burkinabe Client

Last year, Mr. Bonkoungou was the first person in his village to build a Nubian Vault house. Full of pride, he talks about the advantages of a NV house compared to other common types of building in the region.

« Since 2011, I have had to rebuild my tin-roofed house five times, before deciding to opt for a NV building. I got the building materials together, lodged and fed the NV masons, and helped to make the bricks. There's a big difference between the NV buildings and those with tin roofs, whether in cost, comfort, or resistance to bad weather and storms.
Recently, it has been impossible to rest or sleep in tin-roofed buildings because they are too hot inside. Living in a vaulted NV house is much more conmfortable, because it's relatively cool indoors. Before, when I returned from my fields under the scorching sun, I couldn't go indoors to rest because the house was too hot. Now, the only place I want to be when it's really hot is inside my NV house. I spend a good time there with my family.
When people talk about bad weather linked to climate change, I feel OK because I have a good house in which my family and I are protected from danger. I think I can say that I am the only person in the village to own a decent house. Many other people here and in neighbouring villages come to visit my house and want the same one, even those who have houses with concrete block walls.
Next season, with the help of my children, my plan is to have my entire concession built with the Nubian Vault technique. I must congratulate AVN's initiative because, thanks to them, my family and I are housed in an adapted and secure building. »

Vivre dans une Voûte Nubienne : témoignage d'un client burkinabè

L'an dernier, M. Bonkoungou a été le premier habitant de son village à construire sa maison en Voûte Nubienne. Très fier, il témoigne des avantages des bâtiments VN par rapport aux autres types constructions répandues dans la région.

« Depuis 2011, j'ai construit ma maison à 5 reprises, en tôle, avant de décider de construire un bâtiment en VN. J'ai réuni les matériaux, hébergé et nourri les maçons et aidé à la fabrication des briques. Il y a une grande différence entre les bâtiments VN et les bâtiments en tôle, que ce soit au niveau du coût, du confort et de la résistance aux intempéries.
Ces derniers temps, il est difficile de se reposer dans les bâtiments en tôle car il fait très chaud à l'intérieur. Il est bien plus confortable de vivre dans la voûte car la température y est toujours modérée. Avant, quand je rentrais des champs sous le soleil, je n'avais pas le courage de rentrer dans ma maison car il y faisait trop chaud. Aujourd'hui, le seul endroit où j'ai envie d'être pendant les fortes chaleurs, c'est dans ma maison VN. Ma famille et moi nous nous y passons des bons moments.
Quand d'autres parlent des intempéries liées au changement climatique, je me sens tranquille car j'ai un bâtiment adéquat dans laquelle ma famille et moi nous sommes à l'abri du danger. Je peux me permettre de dire que je suis le seul à avoir un bon bâtiment dans le village. De nombreuses personnes de mon village et des villages environnants viennent visiter ma maison et manifestent leur envie de construire la même maison, même ceux qui ont construits en parpaing.
J'ai pour projet de construire toute ma cour en voûte avec l'aide de mes enfants la saison prochaine. Je salue l'initiative d'AVN car grâce à elle, ma famille et moi nous sommes logés dans un bâtiment adapté et nous vivons en sécurité. »

Climate Chance Summit Africa 2018: the commitment of non-state actors for the continent

The first Climate Chance Summit Africa took place in Abidjan (Ivory Coast) last June, as a follow-up to the international event of the same name, but with a focus on the continent of Africa. Amongst the 600 participants from 41 countries (including 27 African states) including regional and local authorities, NGO's, and civil society actors, AVN was invited to co-chair one of the 10 planned workshops, «The sustainable housing coalition for West Africa », and, as a member of the Global Alliance for Building and Construction (GABC), to co-chair the regional round table for local authorities in West Africa.

Organised the day before the Climate Chance summit by GABC and several other actors, including AVN, this event brought together some 30 representatives of local authorities and key actors in the West African construction sector, to exchange ideas and to develop a regional strategy for transforming the sector.

Amongst the themes covered, AVN, based on its many years of experience in the field, emphasised the promotion of local materials and skills, the various options for financing affordable and sustainable housing, the training and capacity-building of local actors, the coordination of projects with local authorities and civil society organisations, and the accompaniment of States in the implementation of their Intended Nationally Determined Contributions (INDC).

The discussions ended with setting up of a regional coalition and the drawing up of a road map.

Workshop on the Sustainable Housing Coalition for West Africa

Following on from the Round Table, AVN organised a workshop to encourage the creation of this coalition of West African non-state actors. Major challenges were evoked, notably:

The mobilisation of key actors to bring about change, in particular the local authorities and civil society organisations, often excluded from international climate discussions;
The adoption of a simple shared approach to advocacy relating to the real daily challenges faced by members of the coalition;
Proposals for specific field projects which can be implemented rapidly;
The mobilisation of national and international funding for implementing such projects.

Participation in this workshop was very diverse (representatives of local authorities, civil society organisations, construction specialists, and international development actors) and rich in suggestions for a real sharing of good practice between West African actors. All the participants agreed the need for greater support for public building projects, from their conception to the response from local firms to calls for tender, so as to prioritise adapted and sustainable construction practices. This challenge constitutes the foremost aim for the coalition this coming year, as well as a collective mobilisation of advocacy for specific projects.

From a global perspective, Climate Chance was an opportunity to emphasise the importance of cooperation between government agencies and civil society organisations for the implementation of efficient projects to help fight the impacts of climate change.

Nine local officials signed the Declaration of Local and Subnational Leaders of Africa [1], including those from Senegal and Burkina Faso, countries where AVN's programme is active.

The summit closed with the signing of the Declaration of the Climate Chance Summit by the majority of participants.

Climate Chance Afrique : l'engagement des acteurs non-étatique pour le continent

Fin juin dernier se déroulait à Abidjan (Côte d'Ivoire) le premier sommet « Climate Chance Afrique », prolongation de l'événement international du même nom, centré cette année vers le continent africain. Parmi plus de 600 participants issus de 41 pays (dont 27 pays africains) dont des collectivités, entreprises, ONG et acteurs de la société civile, AVN y été invitée pour co-piloter un des 10 ateliers prévus - « Coalition Habitat durable Afrique de l'Ouest », et, en tant que membre de l'Alliance Mondiale pour les Bâtiment et la Construction (GABC), à co-animer la table ronde régionale pour les collectivités locales en Afrique de l'Ouest organisé en amont du sommet.

Table Ronde Régionale de l'Alliance Mondiale pour les Bâtiments et la Construction pour les collectivités locales en Afrique de l'Ouest

Organisé la veille de Climate Chance, par la GABC avec le soutien de plusieurs acteurs [1] dont AVN, cet événement rassemblait une trentaine de participants représentants des autorités locales et des acteurs clés du bâtiment et de la construction en Afrique de l'Ouest dans le but d'échanger des réflexions visant à développer une stratégie régionale pour la transformation du secteur.

Parmi les thématiques abordées, AVN a pu apporter des éléments d'avancement concrets au regard de son expérience de terrain, notamment concernant la valorisation des matériaux et savoir-faire locaux, les différents modes de financement de logements abordables et durables, la formation et le renforcement des capacités des acteurs locaux, la coordination de projets avec les autorités locales et les Organisations de la Société Civile (OSC), ainsi que l'accompagnement des Etats à la mise en œuvre des Contributions Prévues Déterminées au Niveau National (CPDN).

Les différents échanges se sont conclus sur la mise en place d'une coalition régionale et l'élaboration d'une feuille de route.

Atelier « Coalition Habitat durable Afrique de l'Ouest »

En continuité de la Table Ronde, AVN a organisé le vendredi un atelier visant à inciter la création de cette coalition d'acteurs non-étatiques ouest-africains. Les enjeux de cette dynamique ont été clairement exposés, notamment :

La mobilisation d'acteurs clés pour initier le changement, tels que les Collectivités et les Organisations de la Société Civile, trop souvent exclus du dialogue international en matière de climat ;
Le portage d'un plaidoyer commun, simple et lié à des enjeux concrets rencontrés au quotidien par l'ensemble des membres de la coalition ;
La proposition de projets de terrain, concrets et rapidement opérationnels ;
La mobilisation de financements nationaux et internationaux pour la réalisation de ces projets.

La participation à cet atelier a été très diverse (représentants de collectivités territoriales, d'organisations de société civile, experts en construction et acteurs de développement international) et riche de propositions pour un réel partage de pratiques entre acteurs Ouest-Africains. Un même constat a été porté par la totalité des participants : celui du besoin de mieux accompagner les projets de construction publique, de leur conception à la réponse par les entreprises du bâtiment aux appels d'offre publics pour prioriser les solutions de construction adaptée. Cet enjeu constituera le premier axe de travail pour la coalition dans l'année à venir, en outre de la mobilisation collective pour un plaidoyer et des projets concrets.

D'un point de vue global, Climate Chance a permis de rappeler l'importance de la coopération entre acteurs gouvernementaux et OSC pour la mise en œuvre de projets efficients pour la lutte contre les changements climatiques.
D'ailleurs, 9 élus locaux ont signé la Déclaration des Élus Locaux et Régionaux d'Afrique [2], et endossé par une cinquantaine d'élus locaux et régionaux africains., parmi lesquels ceux du Sénégal et du Burkina Faso, pays d'action du programme de la Voûte Nubienne.

Le sommet s'est clôturé par la signature de la déclaration d'Abidjan par la majorité des acteurs présents à l'évènement.

Burkina Faso: The Nubian Vault for the improvement of poultry farming

In Burkina Faso, poultry farming is common practice (by over 86% of the population), especially in rural areas. It contributes to the reinforcement of local economies, increased food security (production of meat and eggs, a revenue generating activity) and social cohesion, allowing for a reduction in poverty.

Welt Hunger Hilfe [1] Burkina Faso (WHH-BF), in partnership with the association Project Ecology and Reforestation (PER), SOS Sahel and AVN, initiated a pilot Nubian Vault poultry construction activity in the commune of Kongoussi from January to April 2018. This action aimed to support poultry farmers in the province of Bam (northern central region) in order to improve farming conditions in an effort to adapt against climate change.

This activity inscribes itself within the project: “Changing agricultural practices to prepare against strong rainfall and rising temperatures” [2]. Its objective was to test Nubian Vault technology in order to prepare for its expansion on a larger scale.

Using the Nubian Vault technique for the construction of cattle buildings presents many advantages compared to other widespread cement/ metal or earth/ metal building practices:

Better thermal and hydric inertia;
Better protection against bad weather;
Greater confort of use and space;
Moderate costs;

all of this to the benefit of farmers and animals, and thus the production process.

The 4 beneficiary poultry farmers (2 of which are women) all contributed to the realization of this pilot project with the providing of materials and preparation of bricks. Later, AVN helped by employing 6 NV builders to insure construction. During this first phase, 4 VN henhouses of 14 m2 were constructed. In continuity of the project, other similar constructions are planned for the next season.

Testimony of Houdou Bagayogo, a burkinabè farmer
"Before now, my henhouse was made of sheet metal. On the inside, the heat was very unpleasant to my 35 hens, and half of the eggs ended up rotting. Now that I have a Nubian Vault building, my hens enjoy comfortable shelter. There is less heat; there are fewer insect pests; and there are very few losses. The shelter is so much better that every night, I have to shoo away my neighbour's hens from my henhouse! I own today 65 healthy hens and I heartily recommend the Nubian Vault buildings for better animal well-being, and ultimately for better production."

Partenariat AVN/ONU-Habitat : faire de l'accès au logement décent pour tous une priorité

Un an après sa victoire aux World Habitat Awards, AVN vient de signer avec ONU-Habitat un protocole d'entente visant la mise en œuvre d'activités conjointes liées à la promotion de l'accès au logement abordable et durable pour tous en Afrique.
Cet accord vient fixer un cadre de coopération concrétisant pour les deux parties une collaboration initiée il y a plusieurs années, et motivée par des objectifs communs [1].

Les termes de ce protocole concernent notamment :

La mobilisation de ressources conjointes pour la mise en œuvre de projets constructifs adaptés ;
La sensibilisation d'acteurs institutionnels, de développement et de la société civile visant un appui à la mise en œuvre de ces projets ;
L'appui à la formation et au renforcement des capacités de l'offre pour favoriser le développement du marché ;
La promotion du concept VN via des projets de démonstration exemplaires ;
L'organisation conjointe d'événements nationaux et internationaux.

Pour AVN, ce soutien « officiel » d'ONU-Habitat apporte une nouvelle dimension internationale dans la reconnaissance de son programme. Cette dynamique devrait permettre de davantage susciter l'intérêt des bailleurs et partenaires, au bénéfice de la croissance du programme et donc, de ses impacts.

Plus encore, l'appui d'ONU-Habitat dans les actions de plaidoyer devrait influencer de façon positive le choix des acteurs institutionnels en faveur de solutions de construction éco-responsables et adaptées pour leurs administrés.
Depuis 2016, l'équipe d'AVN Burkina Faso bénéficie déjà du soutien du point focal d'ONU-Habitat au Burkina Faso pour la mobilisation des acteurs institutionnels, notamment auprès du Ministère de l'Urbanisme et de l'Habitat (MUH). Cet accompagnement avait contribué à appuyer le plaidoyer politique porté ces dernières saisons par AVN en faveur de l'intégration de l'habitat adapté dans les politiques publiques locales.

Pour ONU-Habitat, le programme d'AVN doit être valorisé comme un exemple à grande échelle puisqu'il permet la mise en œuvre d'une solution concrète pour l'accès à un logement adapté et abordable pour le plus grand nombre, comme l'avait souligné Christophe Lalande, Chef du Département Logement d'ONU-Habitat, à l'occasion de la remise du prix à Nairobi en mai 2017. A ce jour, au regard de la croissance de son programme et de ses résultats, AVN est considéré comme l'opérateur majeur de l'habitat adapté en Afrique de l'Ouest.

A UN-Habitat/AVN Partnership

One year after winning the World Habitat Award, AVN recently signed a memorandum of understanding with UN-Habitat for the implementation of joint actions promoting affordable and sustainable housing access for all in Africa.
This agreement establishes a cooperation framework materializing a collaboration initiated several years ago and sustained by common ambitions.

The terms of this memorandum relate, notably, to:

Mobilization of joint resources for the implementation of adapted building projects;
Information and awareness of institutional, development and civil society actors for their support to the implementation of these projects;
Support to training and capacity building of the supply sector to stimulate market development;
Promotion of the Nubian Vault concept through exemplary demonstration projects;
Joint organization of national and international events.

To AVN, this official support from UN-Habitat brings a new international dimension to the recognition of the programme it leads. This momentum should generate interest from partners and donors, benefitting the programme growth and therefore its impacts.

Moreover, UN-Habitat's support in advocacy initiatives should being a positive influence on the decisions of public institutions in favour of eco-responsible building solutions, adapted to the needs of their constituents.

Since 2016, AVN's Burkina Faso received support from UN-Habitat's focal point in this country for the mobilization of institutional stakeholders, including the Ministry of Urban Plannning and Housing. This support contributed to the political advocacy led these past seasons by AVN for the inclusion of adapted housing practices in local public policies.

For UN-Habitat, AVN's programme must be showcased as a successful large-scale example of good practice enabling the implementation of a concrete solution for access to adapted and affordable housing for all, as was emphasized by Christophe Lalande during the Award ceremony in Nairobi in May 2017. To date, in light of the programme growth and its results, AVN is regarded as the leading operator for adapted housing in West Africa.

AVN au colloque Terra Education III

Début juin, Noureddine Aichour, Responsable du Pôle Formation d'AVN a participé au colloque international Terra Education III présentant les dynamiques actuelles en termes d'enseignement supérieur, de formation professionnelle, de recherche, et de diffusion des savoirs en matière d'architecture de terre. Cet événement regroupait de nombreux professionnels engagés dans la promotion de l'architecture de terre, majoritairement issus du monde universitaire.

Sélectionnée par le comité scientifique du colloque, AVN été invitée à présenter pour l'occasion sa méthodologie de formation professionnelle inclusive sous forme d'un poster exposé au public.

En résumé, le programme de formation dispensé par AVN et renforcé depuis deux saison s'inscrit dans une dynamique locale de transmission de savoir-faire intégrée aux économies et aux cultures africaines. Le postulat d'AVN est que, s'inscrivant dans une réalité de marché informelle, la technique Voûte Nubienne doit être transmise sur de véritables chantiers (formation « sur le tas »), les apprentis étant confrontés in situ aux conditions d'organisation, de gestion et d'entrepreneuriat qu'ils rencontreront plus tard en tant que chef de chantier.

In Burkina Faso, groups of local craftsmen from the Boulgou Province get involved to expand the AVN programme

Following several conversations at the beginning of the year, the Provincial Association of Nong-Taaba Craftsmen and Guilds from the Boulgou Province (APAGAN-B) and AVN came together in Tenkodogo (in the East-Central Region) in April to devise a collaborative plan for AVN's expansion. All communal representatives for masons' guilds affiliated with APAGAN-B, along with institutional representatives (such as the regional director for the Department of Youth, Education, and Career Advancement and the regional director of the Assistance Fund for Job Training and Apprenticeship — FAFPA) were in attendance.

They had a productive exchange, which allowed both organizations to better understand the purpose of this collaboration, and to acknowledge its objectives moving forward:

inscribing the AVN programme into the action plans of APAGAN-B' decentralized structures;
creating an action plan for the next 3 to 5 years involving masons, trainers, and development managers, and ratifying it;
seeking financial support to implement these action plans.

Beyond these goals, APAGAN-B wishes to build a NV prototype at their headquarters in Tenkodogo. They will also support the creation of a few model houses in the town in anticipation of the coming national celebration (December 2019).

Aside from their dialogue, APAGAN-B and AVN met with the mayor and select city councilors to present their collaboration project, with the hope of involving these representatives, or even of inscribing the AVN programme into the city's development plan.
