Reportage : Thibault Briquet explore l'habitat en terre dans le Fouta à vélo

Rallier Crozon (Finistère, France) et le Cap de Bonne-Espérance (Afrique du Sud) à vélo, en autonomie, et en explorant tout au long de sa route l'habitat et ses diversités, voilà l'objectif du périple de Thibault Briquet à travers son projet AfricAbitat initié en octobre 2021.

Après avoir sillonné le Maroc, le Sahara occidental et la Mauritanie, le jeune breton s'est intéressé au Sénégal, et notamment au Fouta, où il a observé les constructions VN et le programme mis en œuvre par Le Partenariat et AVN dans cette région.

De son voyage et de ses rencontres, Thibault a fait un blog et de superbes images qu'il a accepté de partager avec nous.

Launch of the DEFI-VN in Senegal

The official launch of the DEFI-VN project took place in Dakar on March 22nd in the presence of many institutional personalities, including Pierre Bédier, President of the French Department of Yvelines, MM. Mamadou Talla, National Education Minister, representatives of the Directorate for School Construction and of the French Development Agency (AFD).

This project, co-financed by the AFD via la Facilité de financement des collectivités territoriales (FICOL) is being implemented by the Yvelines Department in partnership with the three Departments of Fouta, Podor, and Kanel with operational and technical support from the NGO Le Partenariat and AVN. It carries on from the NV Fouta project implemented since 2016 in North Senegal, aiming to integrate the NV eco-construction training programme with those offered by the three local Professional Training Centres, and have it recognised via official certification (CQB/CQP), as offered in Burkina Faso last season .

Nicolas Dupuy, Technical Director and Coordinator in Senegal of Le Partenariat gave a presentation of the NV technique during the launch ceremony, supported by a convincing intervention from Pierre Bédier citing the example of the many community buildings completed over the last few years as part of the NV Fouta project. Mamadou Dia, President of the Department of Podor, also intervened, stressing the importance of official recognition of the NV technical concept as part of the formalisation of the NV market.

Lancement du projet DEFI-VN au Sénégal

Le 22 mars dernier, a eu lieu à Dakar le lancement officiel du projet DEFI-VN, en présence de nombreux acteurs institutionnels notamment de Pierre Bédier, Président du Département des Yvelines, de M. Mamadou Talla Ministre de l'Éducation Nationale de représentants de la Direction des Constructions scolaires et de représentants de l'AFD.

Ce projet, cofinancé par l'AFD via la Facilité de financement des collectivités territoriales (FICOL) est mis en œuvre par le Département des Yvelines, en partenariat avec les 3 Départements du Fouta - Matam, Podor et Kanel – avec l'appui technique de l'ONG Le Partenariat et AVN comme opérateurs techniques. Il s'appuie sur la continuité du projet VN Fouta mis en œuvre depuis 2016 dans cette zone du Nord du Sénégal, avec notamment pour ambition l'intégration du parcours de formation à l'écoconstruction VN à l'offre de formation de 3 Centres de Formation Professionnelle, et sa reconnaissance via des certifications (CQB/CQP) comme celles attribuées au Burkina Faso en saison dernière.

Cette cérémonie de lancement a été l'occasion pour Nicolas Dupuy, Directeur technique de l'ONG Le Partenariat et Coordinateur au Sénégal de présenter au public le projet et la technique VN, propos appuyés par l'intervention convaincante de Pierre Bédier prenant exemple des multiples bâtiments communautaires réalisés ces dernières années dans le cadre du projet VN Fouta. Mamadou Dia, Président du Département de Podor, est lui aussi intervenu, rappelant l'importance des processus de normalisation du concept technique VN dans cette dynamique de formalisation du marché.

The French Ambassador to Senegal visits the DEFI-VN project

In February the French Ambassador to Senegal, His Excellence Philippe Lalliot, paid a visit to the NV Hôtel de Département of Matam and the construction site of the Hôtel de Département of Kanel, and also met the stakeholders of the DEFI-VN project (see below) which is due to launch soon.

In post since then end of 2019, the Ambassador had already met the staff of the NGO Le Partenariat, AVN's partner for the NV Fouta projects (2016>2021) and DEFI-VN.

The DEFI-VN project: the Conseil Départemental des Yvelines, in partnership with the Departments of Kanel, Matam and Podor, has proposed a new project to the AFD, financed by FICOL, to promote NV ecoconstruction and the training of the actors of the sector (NV artisans and their teams, technicians, contractors, firms etc.), including the integration of NV training into the programmes of the three Professional Training Centres. AVN and Le Partenariat would implement this project with the support of the relevant Senegalese Departments and the Conseil Départemental des Yvelines and its representative in the Fouta, the Maison des Yvelines.

L'ambassadeur de France au Sénégal en visite dans le cadre du projet DEFI-VN

Début Février, S.E.M. Philippe Lalliot, Ambassadeur de France au Sénégal a profité d'une mission dans le Fouta pour visiter l'Hôtel de Département de Matam construit en VN et le chantier de l'Hôtel de Département de Kanel, et pour rencontrer les parties-prenantes du projet DEFI-VN (voir ci-dessous) dont le démarrage est prévu prochainement.

En poste depuis fin 2019, l'Ambassadeur était déjà venu rencontrer les équipes de l'ONG Le Partenariat, partenaire d'AVN sur les projets VN Fouta (2016>2021) et DEFI-VN.

Projet DEFI-VN : Afin de prolonger la dynamique existante au Fouta, le Conseil Départemental des Yvelines, en partenariat avec les Départements de Kanel, Matam et Podor, a proposé à l'AFD, pour un financement par la FICOL, un nouveau projet visant la promotion et la diffusion de l'écoconstruction VN et la formation des acteurs de la filière (artisans VN et leurs équipes, techniciens, bureaux d'étude, entreprises, etc.), avec notamment pour ambition l'intégration du parcours de formation à l'écoconstruction VN à l'offre de formation de 3 Centres de Formation Professionnelle. AVN et Le Partenariat seront opérateurs techniques sur ce projet qui sera porté par les Départements sénégalais et géré par le Conseil Départemental des Yvelines et la Maison des Yvelines, sa représentation dans le Fouta.

AVN's activities in Senegal are currently focused on public and community initiation, such as the NV Fouta project (2016>2021) then the DEFI-VN project currently implemented in 3 northern departments with the collaboration with the NGO Le Partenariat.

This strategic choice has been considerably bolstered by the growing interest of Senegalese institutional actors to opt for the NV technique for their community construction needs, thus providing the NV market with added visibility (model buildings) and recognition (political integration).
Through the NV Fouta project, the training of local workers is increasing, and the interest of technical actors in being trained to work on NV projects bodes well for a proliferation of projects in the coming seasons.

Buildings constructed

In Senegal, no private market seeding activity is carried out. AVN's intervention strategy in Senegal focuses on initiating and supporting public and community markets, through the implementation of the DEFI-VN project in northern Senegal with the NGO Le Partenariat.

To date, the Senegalese VN built stock represents approximately 122 projects carried out for an area of approximately 10,700 m2, for the benefit of more than 5,200 people.

DEFI-VN Project (2022/2025)

The project "Development of a sustainable construction and training sector via the Nubian vault in the Departments of Kanel, Matam and Podor" says DEFI-NV follows the VN-Fouta project. The DEFI-NV project is carried out by the Departments of Kanel, Matam and Podor within the framework of decentralized cooperation with the Department of Yvelines. It is supported by the AFD on the FICOL mechanism and supported by AVN, the Maison des Yvelines and the NGO Le Partenariat.

NV Fouta Project (2016/2021)

From 2016 to 2021, with funding from the Yvelines Departmental Council, AVN and the NGO Le Partenaire (LP) implemented this program to popularize and disseminate the NV technique to local authorities and associations, in the departments of Podor, Matam and Kanel mainly (North zone, Fouta region). Its objective was to support local authorities and CSOs in their NV construction projects, to train players in the NV sector (masons, companies, design offices, etc.) and to support the authorities in integrating NV in their development plans for the sustainability and duplication of the project.

Projects completed

Construction of NV storage buildings and poultry houses in the Thiès region

Enda Pronat, a Senegalese NGO concerned with promotion of ecologically sound agriculture, has been a partner of AVN since 2016 for the construction of NV storage barns and henhouses.

The aim of the project is to train local masons in the NV concept and to create a market for the construction of NV barns and henhouses, thus directly benefitting the producers.

The "Green Village" project

Implemented by the Senegalese-Belgian association Malem Auder, this pilot project aims to convince the farmers of the same village to build their own NV houses through community self-help. The population agrees to supply the construction materials and unskilled labour and AVN would cover the cost of transport and the masons (from Burkina Faso) during the construction period.

The construction of these buildings will accelerate the training of local apprentices in a new zone and the development of a NV market. Construction of a series of demonstration buildings (houses) in the same village is also a way of raising awareness amongst the population of the zone and and local actors (institutional, traditional, associations etc.)

Le premier chantier du projet VN Fouta terminé !

La case de santé de Mboloyel, premier chantier réalisé dans le cadre du projet VN Fouta au Sénégal, a été réceptionnée provisoirement le 30 mars 2018 par l'association Kawral (maître d'ouvrage), en présence d'acteurs locaux (institutionnels, techniques, organisations de la société civile, bénéficiaires, etc.), des partenaires du projet (Equipe VN Fouta, Maison des Yvelines) et de l'entreprise Habitat Moderne.

Ce bâtiment de 89 m2 a été réalisé en 3 mois par l'entrepreneur Richard Somda (Habitat Moderne) et son équipe de 9 maçons (dont 1 jeune du village ayant souhaité s'impliquer dans la formation), un délai rapide favorisé à la fois par les efforts fournis par le maître d'ouvrage et l'efficacité de l'équipe de maçons VN.

Le Conseil Départemental de Matam, représenté par M. Hamidou Sow, chargé de la coopération, a renouvelé sa volonté de continuer d'accompagner les villages dans la réalisation de bâtiments communautaires et de fournir très prochainement les équipements nécessaires au bon fonctionnement de la case de santé de Mboloyel.

Le président de l'association Kawral a partagé sa satisfaction au nom de tout le village : « Au début nous étions réticents, mais après la visite de la maison des Yvelines nous étions convaincus. Nous sommes satisfaits de la qualité, de la rapidité des travaux et du confort. Nous avons découvert cette autre technique de construction en terre, et nous sommes fières de bénéficier d'une structure sanitaire en Voûte Nubienne. »

Deux autres bâtiments sont en cours de réalisation dans le cadre du projet VN Fouta : l'Hôtel de Département de Matam et une maternité à Polel.

The first building of the NV Fouta project completed!

The Mboloyel health centre, the first completed building in the NV Fouta project in Senegal, was handed over on March 30th 2018 by the Kawral Association (contractor), in the presence of local actors (institutional, technical, civil society, beneficiaries etc.), the project partners (the VN Fouta team, Maison des Yvelines) and builder Habitat Moderne.

This building of 89 m2 was completed rapidly in three months by the entrepreneur Richard Somda (Habitat Moderne) and his highly effective team of 9 NV masons (including one young man from the village who wanted to be trained).

The Conseil Départemental of Matam, represented by M. Hamidou Sow, responsible for cooperation, repeated his commitment to help villages in the construction of community buildings, and to furnish the new health centre as soon as possible with the equipment it needs.

The president of the Kawral Assciation shared his satisfaction on behalf of the entire village: « We were reticent to begin with, but after visiting the Maison des Yvelines we were convinced. We are very satisfied with the quality and comfort of the building, and the speed with which it was completed. We have now discovered another technique for earth construction and are proud to benefit from this NV health centre.»

Two other buildings are under construction as part of the NV Fouta project: Matam County Hall and a maternity clinic at Polel.

Hôtel de Département de Matam en VN : le chantier commence !

La construction de l'Hôtel de Département de Matam en VN, deuxième chantier réalisé dans le cadre du projet VN Fouta, a officiellement démarré cette semaine. Ce chantier, d'une surface totale de 561 m2 sera réalisé en 2 phases, la première de 367 m2 devant s'achever cette saison.

Après la réalisation des études architecturales produites par Al Mizan, permettant l'élaboration et le lancement du Dossier D'appel d'Offre (DAO), ce sont les entreprises Habitat Moderne [1]/Rich Man Entreprise qui ont obtenu le marché. Rappelons qu'il s'agissait du premier marché VN dont la passation rentre dans le cadre des procédures de marchés publics sénégalaises, illustrant une belle avancée pour la reconnaissance institutionnelle de la technique VN.

Le lancement symbolique des travaux a été officialisé mardi par le Président du Département de Matam, Amadou Djibril Diallo et de son équipe, en présence de l'entreprise Rich Man et de quelques acteurs techniques. Le Président n'a pas manqué de remercier tout le monde et de rappeler l'importance de réaliser ce projet en VN, pour appuyer l'exemplarité de ces constructions dans la région.

Côté chantier, la confection des briques a déjà démarrée, en attendant l'aménagement total de l'espace de chantier et le démarrage effectif des activités. 16 maçons sénégalais (dont 5 nouveaux) et 8 maçons exogènes sont impliqués sur ce projet ambitieux.

Construction of the Matam Town Hall in NV has started!

The construction site of the Matam Town Hall using the NV technique was officially opened last week. The building will have a total surface area of 561 m2 and will be realised in two stages, the first, comprising 367 m2 to be completed this season. It is the first of several NV buildings in the NV Fouta Project.

After the completion of the architectural studies by Al Mizan leading to the public tender document, the market was won by the firms Habitat Moderne [1] /Rich Man. This is the first NV contract to have been processed through the Senegalese public procurement procedure - a clear sign of the formal institutional recognition of the NV technique.

The construction site was formally opened last Tuesday by the President of the Matam Département Amadou Djibril Diallo and his team, in the presence of the Rich Man firm and several technical actors. The President thanked everyone and stressed the significance of the adoption of the NV technique as an example for other construction projects in the Region.

The fabrication of bricks has already started on the site, pending the laying out of the entire site and the start of construction. 16 Senegalese masons (including 5 new ones) and 8 NV masons from neighbouring countries will be working on this ambitious project.
